Cause
The JVM us unable to find the missing MSVCP120.DLL because it's not present in %WINDOWS%\system32, even if the dll is shipped with the JRE in %JRE_HOME%\bin (in the same folder as AWT.DLL).
It is currently unclear why the JVM can't load %JRE_HOME%\bin\MSVCP120.DLL when %WINDOWS%\system32\MSVCP120.DLL is missing.

Install Microsoft Visual C++ 2013 Redistributable (x64) Packages run-time components. The latest update is available here:

If the run-time components are already installed attempt a repair, using Windows Settings > Apps&Features > "Microsoft Visual C++ 2013 Redistributable (x64)" > Modify > Repair
After the installation completes, restart the system, then access the PASOE Application Metrics page again.

- 위 영문에서는 msvcp120.dll 파일이라고 언급이 되어있지만
AMRCP에서는 그보다 상위 버전인 msvcp140.dll 을 사용합니다.
Windows/System32 폴더에 있는 그 파일이 오류가 있는 듯 합니다.
아래 사이트에서, 윈도우 64비트를 사용하신다면 64비트용을 다운 받아 재 설치 해주시면 됩니다.
만약 윈도우 32비트용을 사용하신다면, 해당 프로그램을 정상적으로 이용하실수 없습니다.
(특정 시점이후로, 32비트는 지원하지 않습니다.)
